Toro Lawn Mower Repair – Repair or Replace?

My S-I-L finally brought home my Toro Recycler Model 20071.
1st problem the starter cord is real slack, no resistance when I pull. Is this the cord (which is frayed) or the starter assy? I took the cover off and do not have a CLUE how to get the cord out of the pulley-thingy (sorry for the technical jargon)

2nd It appears he ran over something; aside from dull and rusty one blade is bent.

This is really long-winded, but, do you suspect it’s just a pull cord issue or probably the whole assy? At what point does buying a new mower become more cost-effective? I really want a reel mower (about $89) I’m handy, but I don’t want to keep replacing stuff until I get the mower running.

Wellllll, if the blade is really bent like that the motor may be damaged internally. Other issues are a spun flywheel which sheered the flywheel key and upset the timing. A replacement blade is cheap, as is getting the pull cord or its string repaired. But if the flywheel key is sheered that will cost a bit more in labor to remove the cowel, and flywheel and replace the key. If the motor is damaged internally, its junk, go buy your reeler. (loved those mowers).
